Witness account

Witness, a building surveyor, reports a lodge hall that appears on no property register. Through a ground-floor window, roughly forty people in grey coats held lanterns and stood in complete silence for 25 minutes. When questioned, a man at the door said "you have not seen this". The witness has since been unable to find the building. The hall is real. The Bureau has found only its name: the Order of the Hollow Lantern. The Order does not, to the Bureau’s knowledge, exist.
