Witness reports a small grey-skinned figure, approximately 1.2 metres tall, standing in a dry wash. Large dark eyes. It did not react to the vehicle headlights and remained motionless until the witness reversed. The witness is the same person as in CFO-2025-0004 and CFO-2025-0007 and has been asked whether they are aware of the pattern. They are.
“It was not afraid of me. That was the worst part.”
A motionless figure at 35 metres in headlights is a familiar misidentification of a survey stake or a large bird. The witness’s track record on the Bureau’s files is otherwise good. The file is held for the Director. Recommended: Director’s review.
