Witness smelled a strong sulphurous odour for several minutes before an upright, reddish-haired figure crossed the boardwalk ahead. The figure was estimated at 2 metres tall and moved into shallow water without apparent effort. Witness also filed CFO-2023-0003 in the Pacific North-west.
